Ukraine Offers Blackout Assistance to Three Countries

Ukrainian Foreign Minister Andrii Sybiha offered Ukraine’s assistance to several countries affected by major blackouts to help overcome the energy crisis.

The Ministry of Foreign Affairs reported this on Telegram.

At the instruction of President Volodymyr Zelenskyy, Sybiha offered Ukraine’s support to Spain, Portugal, and France in addressing the energy crisis.

“I have just contacted my colleagues from Spain, Portugal, and France to offer Ukraine’s assistance following today’s power outages in Europe,”
Sybiha said.

He emphasized that Ukraine has extensive experience in this area.

“Our diplomats in the respective countries have already contacted their governments and are awaiting a list of specific actions that can be taken. We will remain in close contact with our partners for further coordination,” the Foreign Minister added.

Earlier, Ukraine’s Energy Minister Herman Halushchenko also stated that Ukraine was ready to provide assistance to Spain and Portugal in dealing with the consequences of the massive power outage.

To recall, around 12:30 PM local time, the entire Iberian Peninsula — Spain, Portugal, and parts of France — experienced a major blackout.

The emergency disrupted all spheres of life — transactions could only be made in cash, traffic lights in cities went dark, and trains and subways came to a halt.

According to Portugal’s grid operator, the blackout was caused by a “rare atmospheric phenomenon.”

European Council President António Costa stated that there were “no signs of a cyberattack” in the European blackout.
