The Verkhovna Rada of Ukraine adopted a law on oligarchs

The Verkhovna Rada of Ukraine adopted a resonant bill No. 5599 on oligarchs today, September 23. 279 MPs voted for the document in the second reading and as a whole.

It is reported by UA with a link to the portal of the Verkhovna Rada of Ukraine.

The purpose of the law is to overcome conflicts of interest caused by the merger of politicians, media and big business, use political power for increasing their own capital, ensure Ukraine’s national security in the economic, political and information spheres, protect constitutional rights and freedoms of a citizen, protect democracy, ensure state sovereignty in avoidance of cases of manipulation of the consciousness of citizens by intentionally distorted information.

It has been established that a person who has significant economic or political weight in public life (oligarch) is an individual who simultaneously meets at least the following characteristics:

1) participates in political life;

2) has a significant impact on the media;

3) is the ultimate beneficial owner of an enterprise that is a subject of natural monopolies or holds a monopoly position in the market;

4) the confirmed value of the assets of the person (and business entities of which he is the beneficiary) exceeds one million living wages established for able-bodied persons as of January 1 of the corresponding year.

The decision to recognize a person as an oligarch will be made by the National Security and Defense Council of Ukraine. It was reported that Dmytro Razumkov convened an extraordinary meeting of the Verkhovna Rada of Ukraine on September 23.
