The Venice Commission has adopted for the consideration of the bill on oligarchs

The European Commission For Democracy Through Law (Venice Commission) accepted Ukraine’s request for consideration and assessment of draft law No. 5599 “On the prevention of threats to national security associated with the excessive influence of persons with significant economic or political weight in public life (oligarchs).”

It is reported by UA with the reference to Interfax-Ukraine.

By letter dated 10 September 2021 the Speaker of the Verkhovna Rada of Ukraine Dmytro Razumkov requested an opinion of the Venice Commission on the draft law ”On the prevention of threats to national security, associated with excessive influence of persons having significant economic or political weight in social life (oligarchs)” – is written in the message of the commission on its website in the section “Requests for opinion”.

The Verkhovna Rada of Ukraine adopted as a basis the bill No. 5599 at an extraordinary meeting on July 1 with 275 votes.

The Verkhovna Rada Commissioner for Human Rights Lyudmyla Denisova addressed the Speaker of the Parliament Dmytro Razumkov with an official letter on September 2. She noted the inconsistency of the Constitution of Ukraine with Bill No. 5599 and suggested sending it to the European Commission For Democracy through Law (Venice Commission). This appeal was supported by four opposition parliamentary factions. On September 10, Speaker Dmytro Razumkov sent the draft law to the Venice Commission for consideration.
