Countries participating in Ukraine’s Drone Deal initiative will be able to purchase Ukrainian weapons and defense technologies directly from Ukrainian manufacturers under a new government-approved arms export mechanism, Defense Minister Mykhailo Fedorov said, UATV English reports.
According to Fedorov, the government has approved Ukraine’s first transparent framework for exporting domestically produced defense products, fulfilling a task set by President Volodymyr Zelenskyy.
“The government has approved the first transparent mechanism for exporting Ukrainian weapons. This creates clear rules for cooperation with international partners, enables manufacturers to scale up production and attract investment, while guaranteeing that the needs of Ukraine’s Defense Forces remain the top priority,” Fedorov said.
Under the new system, export applications submitted by manufacturers will be reviewed through a transparent procedure within a maximum of 30 days.
The mechanism will apply to the transfer of weapons and defense technologies valued at more than UAH 15 million.
Ukraine’s Foreign Ministry will be responsible for compiling the list of partner countries eligible for cooperation, while the Defense Ministry and other authorized agencies will determine which critical products cannot be exported.
Fedorov stressed that Ukrainian intellectual property will remain protected. Defense technologies may not be re-exported or transferred to third parties without Ukraine’s written consent.
If products manufactured using Ukrainian technologies are exported to third countries, 20% of their value will be transferred to Ukraine’s state budget.
“The most important principle remains unchanged: the needs of Ukraine’s Defense Forces come first. Exports will only be permitted if the military’s requirements are fully guaranteed. At the same time, manufacturers will be able to fulfill export contracts if they can simultaneously meet state defense orders,” he said.
Fedorov said the battlefield has already demonstrated the effectiveness of Ukraine’s defense technologies and that the new framework is intended to help Ukrainian defense companies expand production, enter international markets, and attract foreign investment while strengthening Ukraine’s defense industry and economy.
