Ramstein Outcomes: Zelenskyy Says Nine Countries Confirm PURL Participation, Additional F-16s Agreed

President Volodymyr Zelenskyy said Ukraine secured important agreements with partners following the latest Ukraine Defense Contact Group meeting in the Ramstein format, including over $1 billion for Patriot missiles and commitments on additional F-16 fighter jets.

Speaking after a day of meetings in Brussels, which also included a session between Ukraine and European leaders, Zelenskyy said partners unanimously recognize that Ukraine remains strong and that Russian President Vladimir Putin has no intention of ending the war, UATV English reports.

“Everyone understands that Putin does not want to stop. All his claims about wanting peace are lies. But everyone is confident that together we will stop him,” Zelenskyy said.

According to the president, strengthening Ukraine’s air defense and securing financing for the army were among the key topics discussed with partners.

Zelenskyy announced that nine countries had confirmed participation in the PURL initiative aimed at supplying missiles for Patriot air defense systems. The package exceeds $1 billion.

“We held Ramstein and received confirmation from nine countries participating in the PURL program. These are missiles for Patriot systems worth more than $1 billion,” he said.

The president also said Ukraine had reached agreements on additional F-16 fighter jets and stressed the need to accelerate pilot training.

Zelenskyy noted that European partners support increasing military financing and are committed to further strengthening sanctions against Russia.

“The EU will strengthen sanctions. There is unity in Europe, and our partners recognize that Ukraine has contributed significantly to preserving it,” he said.

The president reiterated that Ukraine remains open to negotiations with Russia but emphasized that Europe must fully support Ukraine through sanctions, financing, and the confiscation of Russian assets to ensure Kyiv enters any talks from a position of strength.

He also warned that Putin may intensify missile and drone attacks as Russia weakens politically and militarily, urging Ukrainians to heed air raid alerts and use shelters.
