U.S. Secretary of State Marco Rubio stated that support from Washington is the only real guarantee of security for Ukraine. There is already a shared agreement between the countries on this issue.
Rubio made the remarks during a hearing before the U.S. Senate Committee on Foreign Relations, UATV English reports.
Rubio argued that NATO needs to be reconsidered. The alliance must adapt, and European partners must significantly increase their defense investments.
Regarding Ukraine, he explained:
“Many talk about security guarantees, and in the case of Ukraine, there is currently shared agreement on this matter. These guarantees mostly involve deploying small contingents of European troops, primarily French and British, followed by support from the U.S. But the real security guarantee is support from the United States. I do not discount the fact that some European countries are willing to station troops in post-war Ukraine.”
Rubio emphasized that without U.S. backing, security guarantees for Ukraine are meaningless:
“This is a 21st-century reality.”
He explained that the need for strong U.S. support arises because Europe has not sufficiently invested in its defense capabilities over the past 20–30 years. He expressed hope that this will change.
“This is reality, whether we want to acknowledge it or not. We [the U.S.] have interests worldwide… And the stronger our NATO partners are, the more flexibility the United States will have to protect its interests globally. This is not a withdrawal from NATO; it is 21st-century reality, and the world is changing,” Rubio concluded.
