Ukraine’s Defense Forces have disabled 42.74% of Russia’s total oil refining capacity through a sustained campaign of long-range strikes, the General Staff of the Armed Forces of Ukraine said, UATV English reports.
According to the General Staff, the campaign reached a new milestone at the beginning of July 2026, with Ukrainian strikes significantly disrupting Russia’s fuel and energy sector.
Over the past month alone, Ukrainian forces successfully attacked eight oil refineries.
The General Staff also reported that more than 60 fuel storage tanks were destroyed or critically damaged. Of those, 58% contained refined petroleum products, while the remaining 42% stored crude oil.
Since August 2025, the cumulative losses inflicted on Russia’s oil refining industry have reached an estimated $13.5 billion, according to the military.
The General Staff said the campaign has contributed to a growing fuel shortage in Russia, reduced oil production, and repeated delays to refinery repair schedules due to difficulties obtaining the necessary equipment and spare parts under sanctions.
On July 2, Ukraine’s Security Service (SBU), together with other branches of the Defense Forces, struck the Nizhny Novgorod Oil Refinery and the Starolikeyevo oil pumping station in Russia’s Nizhny Novgorod region.
