According to the publication similar attacks already took place in 2015 and 2016. The Russian leadership then stated that this was done by criminal groups.

Russia has attacked Ukraine’s power grid in the past, and experts say Moscow could take similar steps as it builds up its troops along the border. The goal of the Russian Federation is to present Ukrainian President Volodymyr Zelenskyy as inept and defenseless and perhaps provide a pretext for an invasion.
