Kurt Volker Calls on Russia to Stop the Intimidation of OSCE Observers

The United States Special Representative for Ukraine Negotiations, Kurt Volker, demanded Russia and pro-Russian militants to stop intimidating and threatening observers from the Organization for Security and Co-operation in Europe (OSCE).

He wrote about it on Twitter.

“Russia and its proxies in eastern Ukraine need to stop threatening or intimidating the OSCE SMM and start fulfilling the Minsk agreements that it signed up to,” he wrote.

The special representative responded to an incident that occurred on April 5 near Kreminets in Donetsk region, which is occupied by militants.  These militants prohibited OSCE observers from launching an unmanned aerial vehicle (UAV) and threatened them with weapons.

“While preparing to launch a mid-range UAV flight on road H15 near a checkpoint east of Kreminets, five armed men approached the SMM and two of them spoke to mission members in an aggressive manner. One of the men said “Get ready” (in Russian) to another, who then charged his weapon (AK-variant), keeping his finger on the trigger and pointing the barrel of the gun at the ground. After 49 minutes, SMM collected its UAV and departed the area,” the report on the OSCE website stated.

On March 23, the OSCE mission resumed monitoring the situation in Donbas with the help of unmanned vehicles. It has repeatedly spoken about militants hampering their work and threatening them.

Volker will visit Ukraine in late April or early May for the seventh time.
