A bipartisan group of lawmakers in the U.S. House of Representatives has introduced a bill that would impose sanctions on organizations and individuals in China that support Russia’s aggression against Ukraine.
This was announced on Thursday by Ukraine’s Ambassador to Washington Oksana Markarova on her Facebook page, Ukrinform reports.

“The bipartisan bill H.R. 2914 “No Limits Act of 2025” has been reintroduced to the US House of Representatives. The authors are John Moolenaar, chairman of the U.S. House Select Committee on Countering Corruption, and Jimmy Panetta, a member of the House Ways and Means and Taxation Committees,” the Ukrainian representative said.

She noted that the document provides for the imposition of sanctions against Chinese organizations “that provide material support to the ongoing Russian aggression in Ukraine.” In particular, it targets dual-use technologies, defense cooperation, and financial transactions that directly contribute to Russian aggression. The draft law also requires a number of large Chinese companies that work with Russia to abandon this cooperation within 180 days.

In addition, the draft law proposes to give the US president broader powers to impose sanctions on individuals and legal entities in China that support the Russian military-industrial complex, are involved in malicious cyber activities, are involved in arms sales abroad, or are trying to circumvent previously imposed restrictions.
