Ukraine’s Minister of Infernal Affairs also spoke at the forum. He focused on Russian military presence on the occupied territories of the Luhansk and Donetsk regions where Kremlin’s troops consist of 35 and a half thousand personnel. They include Russian regular military, mercenaries, and recruited local residents.

“According to the data of the Ukrainian Ministry of Internal Affairs, there are corps assigned to the 8th Army of the Southern Military District of the Russian Armed Forces on the temporarily occupied territories of the Luhansk and Donetsk regions. They are disguised as militarized formations of the so-called Luhansk and Donetsk People’s Republics. They consist of military personnel of the Russian Armed Forces, mercenaries, and local residents. These forces feature 35 and a half thousand people just on the Donbas. The militants’ arsenal comprises 478 tanks, 848 armored vehicles, 750 artillery systems and mortars, 208 multiple rocket launchers, 363 anti-tank devices, and 419 anti-aircraft devices,” said Ukrainian Minister of Internal Affairs Arsen Avakov.

The OSCE’s Deputy Chief Director in Ukraine Alexander Hug, stated that the Russian-backed separatists in Luhansk region will intentionally violate the Minsk agreement on May 9th – which is Victory Day.

The OSCE mission Twitter account shows a large number of heavy artillery and tanks prohibited by the Minsk agreements. This includes 7 tanks, 7 missile systems and heavy armored vehicles banned by the Minsk accords. The equipment is already in place on the outskirts of Luhansk city near the contact line, in territory controlled by Russian-backed separatists.
