Ukraine continues to implement the reforms required for European Union membership despite Russia’s full-scale war, President Volodymyr Zelenskyy said during the Reuters NEXT Europe summit in London on June 16, UATV English reports.
Responding to a question about anti-corruption efforts in Ukraine, Zelenskyy stressed that Kyiv is fulfilling the obligations necessary for accession to the European Union.
“Ukraine is, of course, implementing all European reforms. These are not merely recommendations from the EU. There is a list of reforms that every candidate country, not only Ukraine, must complete. And we are doing everything required, which is why clusters are being opened. That is why the first cluster, Fundamentals, was opened yesterday,” Zelenskyy said.
The president noted that the Fundamentals cluster covers legislation, the rule of law, judicial reform, and anti-corruption measures. According to him, the opening of the first negotiation cluster demonstrates Ukraine’s progress in these areas.
At the same time, Zelenskyy emphasized that five more negotiation clusters still need to be opened.
“We have delivered on the reforms and legislation — perhaps not everything, but for the most part. We are doing our utmost to move as quickly as possible during wartime,” he said.
On June 15, Luxembourg hosted the second Intergovernmental Conference on Ukraine’s accession to the European Union.
Earlier, on June 12, EU member states approved the opening of the first negotiation cluster, Fundamentals. The cluster covers key areas including the rule of law, fundamental rights, the functioning of democratic institutions, public administration reform, and economic criteria.
