Russia’s full-scale invasion of Ukraine has turned into a strategic failure for Moscow, U.S. representative to the UN Economic and Social Council Dan Negrea told an emergency meeting of the United Nations Security Council, UATV English reports.

Speaking during a session convened at Ukraine’s request following Russia’s latest large-scale attacks, Negrea argued that Moscow has failed to achieve its objectives despite more than three years of war.

“Russia’s invasion of Ukraine has been a strategic disaster. Its oil refineries are burning, and it has failed to accomplish its goals on the battlefield. Further escalation will not change that reality and will only deepen the consequences of this failure. This war must end. Enough is enough,” Negrea said.

The U.S. diplomat called on all countries to stop supporting Russia’s military campaign, emphasizing that there is no military solution to the conflict.

He specifically mentioned Iran, accusing Tehran of supplying drones used by Russia in attacks against Ukraine, and Cuba, which he said has contributed to prolonging the war by allowing thousands of individuals to fight alongside Russian forces.

According to Negrea, a negotiated settlement remains the only viable path toward ending the conflict.

“This war can only be resolved through negotiations,” he stated.

He reaffirmed Washington’s readiness to assist diplomatic efforts aimed at achieving a lasting and sustainable peace.

“The United States remains prepared, as we have repeatedly communicated to both parties, to facilitate a durable end to this war,” Negrea said.

His remarks were delivered during an emergency meeting of the UN Security Council dedicated to the consequences of Russia’s recent large-scale missile and drone strikes against Ukraine.

The session was convened after Ukraine requested urgent discussions on the growing humanitarian and security impact of Russia’s attacks on civilian infrastructure and population centers.
