Polish Foreign Minister Radosław Sikorski stated that granting Ukraine a reparation loan could be decisive for the outcome of the Russia–Ukraine war. He made the remarks following a meeting of NATO foreign ministers in Brussels, according to PAP, UATV English reports.
“The reparation loan is an issue that could determine the outcome of this war, as well as the results of these negotiations. If Putin realizes that Ukraine has these funds and can finance both the state and its defense capabilities for 2–3 years, he will have to consider whether he can continue his war,” Sikorski emphasized.
He joined European leaders in urging the Belgian Prime Minister to release these frozen Russian assets to aid Ukraine, calling it “the most important factor in accelerating the peace process,” while their blocking is very dangerous for both Ukraine and Europe.
Sikorski also stressed that European countries should share responsibility and risks with Belgium regarding the use of Russian assets to support Ukraine.
Earlier, European Commission President Ursula von der Leyen said that the new EU proposal for a reparation loan using frozen Russian assets addresses nearly all of Belgium’s concerns.
The reparation loan is part of a broader EU plan to strengthen Ukraine’s financial resilience amid continued Russian aggression, alongside EU borrowing to meet Ukraine’s 2026–2027 financial needs.
Previously, Euroclear, which holds most of Russia’s frozen assets, warned that European governments could face higher debt costs if the EU uses these assets to provide Ukraine with a €140 billion loan.
