Zelenskyi Submits Bill on Criminal Liability for Illegal Enrichment

Ukrainian President Volodymyr Zelenskyi submitted a bill to parliament that’s meant to fight corruption amongst government officials.

The bill introduces a new mechanism for the confiscation of illegal assets of officials – by a court decision in a civil order without a conviction, and also restores penalties for officials for illegal enrichment – an article of the Criminal Code, which in February 2019 the Constitutional Court of Ukraine declared unconstitutional, the president’s press service wrote.

“Anticorruption authorities are not currently in a position to investigate proceedings on illegal enrichment committed prior to the unconstitutional recognition of this article of the Criminal Code of Ukraine,” the statement said.

All the assets that the National Anti-Corruption Bureau claims will go toward the government’s revenue.

The presidential bill on confiscation of illegal assets of officials is not an alternative to the bills already registered in the parliament since the presidential bill is different from the projects already in the parliament, the statement said.
