Ukraine Received €1.7 Billion Under the “Danish Model” of Joint Arms Production in 2025

In 2025, Ukraine received €1.7 billion under the so-called Danish model of joint weapons production, which provides direct international funding for Ukrainian defense enterprises.

The figure was announced by Ihor Zhovkva, Deputy Head of the Office of the President of Ukraine, during a televised broadcast, according UATV English.

“€1.7 billion came into Ukraine in 2025 under the Danish model alone — for joint production in Ukraine, at Ukrainian enterprises,” Zhovkva said.

He also pointed to SAFE as one of the new international defense programs launched last year to support Ukraine.

“This is €150 billion in loans for weapons production in European countries, and partly in joint projects with Ukraine,” Zhovkva explained.

According to him, the relevant financial frameworks have already been approved, with 19 of the 27 EU member states submitting applications for SAFE loans.

Importantly, 15 of those 19 countries have explicitly declared that part of the funds will be used for joint defense production with Ukraine, Zhovkva stressed.

Earlier, Ukrinform reported that in 2024, Ukraine’s Armed Forces received weapons worth nearly €538 million under the Danish model of support for the defense industry.

The Danish model provides for direct financing of Ukrainian defense companies by foreign governments. Denmark became the first country to invest directly in Ukraine’s defense industry under this framework.
