Ukraine Updates OECD Membership Bid, Seeks Roadmap This Year

Ukraine has formally updated its application for membership in the Organisation for Economic Co-operation and Development (OECD), Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka announced.

Speaking at a briefing, Kachka said Prime Minister Yuliia Svyrydenko had submitted an updated letter of intent to OECD Secretary-General Mathias Cormann, marking a new stage in Ukraine’s cooperation with the organization, UATV English reports.

“Membership in the OECD is extremely important for Ukraine. We expect OECD member states to decide this year on granting us a roadmap that will guide us toward accession,” Kachka said.

During the meeting, Cormann handed over new OECD assessments covering infrastructure policy, public governance and the justice system.

Kachka noted that the reviews highlight the progress achieved through reforms over the past decade, particularly in the judiciary. He said Ukraine has established institutions responsible for selecting judges, introduced mechanisms for assessing judicial integrity and strengthened disciplinary procedures.

According to the deputy prime minister, the OECD’s evaluation will also contribute to the European Union accession process, particularly Chapter 23 on judiciary and fundamental rights within the recently opened Fundamentals cluster.

Kachka added that Ukraine’s rating in public integrity – including anti-corruption policies, lobbying regulations, conflict-of-interest rules, political financing and transparency standards – exceeds the average level among OECD member states.

He emphasized that OECD assessments overlap with roughly half of the benchmarks required for EU membership and strengthen international recognition of Ukraine’s reform trajectory.

Since the launch of the OECD Programme for Ukraine in 2023, Kyiv has joined more than 50 OECD legal instruments and undergone assessments across multiple sectors.

Earlier, OECD Secretary-General Mathias Cormann visited Ukraine and discussed cooperation under OECD programs and Kyiv’s progress in implementing OECD standards with Foreign Minister Andrii Sybiha.
