A clear algorithm of actions has been developed for the de-occupation of the settlements of the Donetsk region immediately after their liberation. On the air of the FREEDOM TV channel, the head of the Donetsk Regional Military Administration, Pavel Kyrylenko, spoke about this.

“I am already preparing how to help the residents of the de-occupied cities of the Donetsk region with food, medical care, everything necessary. This is my area of ​​responsibility. We are already considering how to immediately connect all critical infrastructure. I am now talking not only about Mariupol, but also about another part of the occupied territories, the same Liman community. I have operational information that the occupiers did not provide food or life support. They are not interested in doing it. And, indeed, only the state of Ukraine can restore life even in such extremely difficult conditions,” – Kyrylenko said.

He noted that the Russian occupation troops had already shown that they were alien to some human principles and the principles of warfare.

“The Bakhmut, Avdiivka, and Lyman remain tense directions in relation to the enemy’s offensive. But along with this, we have a clear algorithm of actions, which was brought to my attention by my subordinates. And during the de-occupation of the settlements of the region, we immediately begin to act according to this algorithm. Work will be carried out not only to restore the Ukrainian government, but also to ensure the necessary life support for people – to provide food, medicine, medical care. That is, such work is being done. And as soon as the moment comes, we immediately proceed to the implementation process,” – said the head of the region.

He reminded that the majority of the region’s population – 75% – had already left for safe places, because the evacuation actually started on February 24. Kyrylenko stressed that this was not a forced evacuation.

“We don’t have forced evacuation. Forced evacuation is already a violation of the basic constitutional rights and freedoms of man and citizen. Forced evacuation is carried out according to the relevant order of the commander, the order of the head of the regional administration in case of chemical or radiological hazard, etc. Mandatory evacuation is carried out in accordance with the procedure approved by the Cabinet of Ministers back in 2013. It provides for information and explanatory work among the population,” – Kirilenko explained.

The head of the region added that an official voluntary refusal to evacuate was introduced – it is drawn up by a document signed by a citizen who voluntarily refused to leave.

“There are many cases where some citizens of the region who refused to evacuate. After that, in some areas, the military situation may worsen and people who refused to evacuate will blame the authorities. At the same time, they say that they were either not given the opportunity to evacuate, or they were provided with unworthy living conditions. At the same time, I constantly carefully and in detail talk about evacuation routes, about the movement of evacuation trains and the placement of people for temporary residence. Evacuation is voluntary. But a person, especially one who has minor children, is responsible for his family. He must also be responsible for his environment.”

During the signing of the refusal to evacuate, the articles of the Code of Ukraine on Administrative Offenses and the Criminal Code of Ukraine are explained to the person, which provides for liability for improper performance by parents of their duties, if it comes to serious consequences.

The head of the Donetsk Regional Military Administration noted that explanatory work is being carried out with the category of residents of Donbass who were least inclined to evacuate, who were not motivated to leave by shelling, the constant lack of operation of critical infrastructure facilities, interruptions in water supply, electricity supply, and so on.

Earlier, since the beginning of the full-scale invasion of the Russian Federation into Ukraine, according to the International Organization for Migration, more than 14 million Ukrainians have left their homes. Most have moved to safer regions of the country. Only in August-September, more than 63 thousand people became migrants.
