Ukraine and Spain have signed a series of agreements aimed at restoring and modernizing Ukraine’s civil aviation and air navigation infrastructure in line with European standards, UATV English reports.
The agreements were signed during a visit to Kyiv by a high-level Spanish delegation led by First Deputy Prime Minister and Minister of Economy, Trade and Enterprise Carlos Cuerpo Caballero.
The Ukrainian delegation included Deputy Minister for Communities and Territories Development Serhii Derkach and the Director of the Ukrainian State Air Traffic Services Enterprise (UkSATSE), Andrii Yarmak.
“The restoration of the aviation sector is one of the priorities of Ukraine’s Aviation Development Strategy through 2030. Today’s agreements with Spain are among the first practical results of this work. They will allow us to begin preparations for modernizing Ukraine’s air navigation infrastructure according to European standards and bring Ukraine closer to integration into the European aviation network,” Derkach said.
One of the key outcomes of the visit was the signing of a FIEM grant agreement under which the Spanish government will finance a comprehensive feasibility study for the restoration and modernization of Ukraine’s air traffic management system.
Ukraine also signed an agreement with ALG Indra Consulting, which will develop a strategic roadmap for the phased restoration and modernization of the country’s air navigation infrastructure in line with European and international standards.
In addition, UkSATSE and Spanish technology company Indra signed a memorandum of understanding establishing a framework for long-term technical cooperation in air traffic management, digital transformation, communications, navigation and surveillance technologies, as well as post-war infrastructure recovery.
The two sides also discussed expanding cooperation under Spain’s FIEM program, including new projects to restore and replace air navigation infrastructure damaged by Russia’s full-scale invasion.
Ukraine thanked Spain for its continued support, including its contributions to EUROCONTROL’s Voluntary Solidarity Fund, of which Spain is one of the largest donors. The fund has enabled UkSATSE to retain qualified personnel and maintain critical operational capabilities throughout the war.
The agreements are expected to support the post-war recovery of Ukraine’s civil aviation sector and accelerate its integration into the European aviation system.
