The Special Monitoring Mission to Ukraine (SMM), of the Organization for Security and Cooperation in Europe (OSCE), declared that there was mortar fire near their patrol base in Popasna of the Luhansk region.

This is stated in the OSCE SMM Spot Report, released on Feb.24

“In the evening of Feb. 23, while at its forward patrol base on the northern edge of Popasna (government-controlled, 69 kilometrs west of Luhansk), the SMM heard continuous ceasefire violations, the majority of which were 3-4 kilometers southeast,” the report said.

At around 9:14 p.m, the SMM heard ten explosions assessed as outgoing 120mm mortar rounds about 500 meters north of the patrol base.

The staff that consisted of six observers, a paramedic and a language assistant, immediately moved to the shelter, located in the base’s basement, and stayed there for about 15 minutes.

At 7 a.m. on Feb. 24, the SMM left their patrol base and returned to their hub in Sievierodonetsk, 74 kilometers north-west of Luhansk.
