European rules of multimodal transportation will apply in Ukraine

Parliament defined the concept of multimodal transport (several modes of transport), approved their rules and established those responsible for damage to goods.

298 people’s deputies voted for the adoption in the second reading and in the draft law “On multimodal transportation” (№4258) as a whole, this is reported by UA with reference to the Verkhovna Rada.

The law determines the legal and organizational basis of such transportation, as well as the legal status of their participants.

Thus, the legal field introduces the concept of “multimodal transportation of goods” – transportation by two or more modes of transport on the basis of a contract of multimodal transportation, carried out on a single transport document on the entire route.

The document also defines the concepts of “combined cargo transportation”, “multimodal terminal”, “multimodal transportation document”, etc.

“Ukraine’s transport system has a low level of development of transport and logistics infrastructure to ensure the appropriate volume of multimodal transportation, which reduces its competitiveness and slows down the entry of Ukrainian products into the world transport market. In particular, there is a lack of multimodal terminals; regulatory regulation of multimodal transportation is imperfect, and state support for transportation and development of transport and logistics infrastructure is insufficient” – the explanatory note to the bill reads.

It is expected that the adopted law will increase the volume of cargo transportation through Ukraine with the participation of national transport companies, and thus – increase the country’s competitiveness in the global transport market and the development of a network of transport corridors.
