December 8, Minister of Internal Affairs of Ukraine Denys Monastyrskyy met with Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Matsuda Kuninori.
One of the main subjects of discussion was the extremely critical for Ukraine issue of humanitarian demining of the de-occupied territories. It is known that with the support of the Government of Japan in cooperation with the UNDP, a new international technical assistance project has been launched in Ukraine with the participation of the State Emergency Service of Ukraine and a number of communities in Kyiv region with a total cost of USD 4.5 million. It provides for the provision of vehicles, armor protection, metal detectors and other special equipment to the pyrotechnic units of the SES.
Also, the Japan International Cooperation Agency (JICA) has started cooperation with the SES in the field of demining. The Agency is considering the possibility of launching a grant project to provide technical assistance to Ukrainian rescuers in the period 2023-2024. In particular, off-road vehicles for pyrotechnics, mechanized demining machines, metal detectors, quadcopters, excavators, bulldozers, motor graders, buses.
The issue of training of sappers of the State Emergency Service of Ukraine in Cambodia is being worked out separately.
Denys Monastyrskyy noted the productive development of cooperation with Japanese partners. Thus, in the field of humanitarian demining it is possible to launch both short- and long-term formats of cooperation.
“Demining is very important for us in the sense of access to critical infrastructure, roads and other components of life support. On the other hand, demining is a long story lasting for years. Given this, we can identify and plan the directions of such joint work for decades to come”, outlined the prospects of this aspect of cooperation, the head of the Ministry of Internal Affairs of Ukraine.
Also, the participants of the meeting touched upon the issue of providing the mobile Points of Invincibility with everything necessary and generally overcoming the challenges that winter is preparing for us.
Denys Monastyrskyy informed the partners that more than 1,000 Points of Invincibility have already been deployed in the SES system, 300 of which are mobile. Practice shows that 90% of citizens turn to mobile Points of Fortitude and therefore it is necessary to focus on the development of this format of this initiative. And the assistance of partners in their arrangement will not be superfluous.
“Our cooperation is not about cars, it is about saved lives and health of tens of thousands of people in Ukraine”, Denys Monastyrskyy outlined the purpose of everything that the Ministry is trying to do now thanks to international assistance in the first place.
The Minister of Internal Affairs also thanked the Japanese side for the long-term and consistent practical assistance in the creation and reform of the Ukrainian police. In return, Mr. Matsudo Kuninori assured of the support of the Ukrainian partners and all our people, who are waging a just struggle for their own statehood.
