President Volodymyr Zelenskyy said Ukraine is developing a comprehensive system to counter Russia’s shadow grain fleet, alongside efforts targeting its shadow oil fleet.
According to Zelenskyy, Foreign Minister Andrii Sybiha briefed him on ongoing efforts to synchronize Ukrainian sanctions with those of international partners, ensuring that restrictions are mirrored across jurisdictions.
“It is important that work with partners has intensified to align sanctions — Ukrainian sanctions within partner jurisdictions and partner sanctions within ours,” the president said.
He noted that Ukraine is now working more systematically to target vessels used to transport grain stolen from temporarily occupied Ukrainian territories. Recent developments involving shipments to Israel prompted active involvement from Ukrainian diplomats and the Prosecutor General’s Office.
“We are building a system to counter the shadow grain fleet, just as we are doing with the shadow oil fleet,” Zelenskyy emphasized.
During the meeting, the president and the foreign minister also discussed European policy priorities, stressing the need for tangible diplomatic results in the coming months.
In addition, personnel decisions were addressed within the Foreign Ministry and Ukraine’s diplomatic corps, while positions for upcoming votes in international organizations were coordinated in line with Ukraine’s interests.
The initiative reflects Kyiv’s broader strategy to disrupt illicit trade networks that help finance Russia’s war and to strengthen international enforcement of sanctions.
