Rubio to Lead Group Drafting Security Guarantees for Ukraine, – WSJ

U.S. President Donald Trump and European leaders have agreed that Secretary of State Marco Rubio will head a working group of national security advisors and NATO representatives tasked with developing a framework for security guarantees for Ukraine.

This was reported by The Wall Street Journal, citing European officials familiar with the talks.

According to sources, on August 18, Trump and European leaders decided that Rubio would lead the working group, which will draft the security guarantees for Ukraine.

European officials say the security guarantees will include four components:

• Military presence
• Air defense
• Armaments
• Monitoring of ceasefire compliance

Officials also stated that there are ways for the U.S. to provide indirect military support to European peacekeepers without deploying American troops on Ukrainian soil.

French President Emmanuel Macron and UK Prime Minister Keir Starmer consider the U.S. readiness to work on security guarantees for Ukraine the most important outcome of the White House talks.

Ukrainian President Volodymyr Zelenskyy acknowledged that during his U.S. visit he presented his vision for Ukraine’s security guarantees. He also noted that he does not expect all members of the “coalition of the determined” to send troops to Ukraine under the guarantees.
