U.S. President Joe Biden is aiming to strengthen Ukraine as his term comes to an end. He has reportedly instructed his subordinates to “move heaven and earth” to ensure Ukraine receives all necessary support from the U.S.

This was stated by Michael Carpenter, a representative of the U.S. National Security Council (NSC). According to him, Biden’s directives focus on military and energy assistance, as well as the funds allocated under the $61 billion aid package approved in April.

Carpenter confirmed that Biden wants to make Ukraine’s victory in the war against Russia part of his political legacy. He understands that Ukraine needs the power to secure this victory.

Regarding the victory plan that Ukrainian President Volodymyr Zelenskyy is set to present to Biden, Carpenter assured that the White House is in constant communication with Ukrainian partners. He announced that the U.S. will launch several initiatives in the coming weeks and months to strengthen Ukraine’s position. Zelenskyy previously mentioned the possibility of “quick” decisions from partners by the end of the year, which would ensure the success of the victory plan.

Additionally, Carpenter emphasized that the U.S. will “do everything possible” to send as much aid as they can from the $6 billion allocated under the Presidential Drawdown Authority (PDA), funds that might expire by September.

It’s important to note that Zelenskyy and Biden are scheduled to meet on September 26. During the meeting, Zelenskyy will present Biden with Ukraine’s victory plan for the war.
