The EU has transferred the first €4.5 billion from €50 billion within the Ukraine Facility programme to Ukraine.

This was announced both by the High Representative for Foreign Affairs and Security Policy Josep Borrell and the President of European Commission Ursula von der Leyen.

“Today is a good day for Ukraine, as more EU funds are flowing to meet urgent needs,” Ursula von der Leyen stated on X, announcing the news.

Ukrainian PM Denys Shmyhal, who had already met with Josep Borrell in Brussels today, held a joint briefing with Ursula Von der Leyen and handed over the Ukraine Facility Plan approved by the Ukrainian government to the EU leader.

It spans the reforms and their implementation Ukraine needs  to access the EU and maintain the Ukraine Facility programme 2024-2027. The EU is to approve the plan in the nearest future.

“This success is all the more impressive, since it is only 19 days ago that the Ukraine Facility entered into force. The plan maps out how Ukraine can get back to rapid growth and start to recover the losses that the war has caused. With it, Ukraine has laid a solid foundation for the EU’s support, right up until the end of 2027,” von der Leyen reacted to the plan.

Shmyhal also thanked the European Commission President for her support and the first tranche of €4.5 billion.
