Transfer of Russian frozen assets to Ukraine: an expert speaks about the prospects and stages

Ukraine obtaining Russia’s frozen assets is a complex task at the legal level due to the lack of similar situations in the modern world. Thus, it is important to follow stages in this process, and besides, it has already begun. Doctor of Economic Sciences, Deputy Director of the National Institute for Strategic Studies Yaroslav Zhalilo spoke about this on the FREEDOM TV channel.

“Our foreign partners, despite the fact that they unconditionally support Ukraine in the war, providing economic, social and military support, nevertheless, they want everything to happen within the framework of international law,” he said.

Therefore, as the expert noted, they cannot simply take and send frozen assets to Ukraine; For this, international partners need a clear legal basis.

“And this is correct, because, in fact, this is what the war is about. The world will work and live according to the laws of law or the rule of force, as Putin wants, who has neglected all the norms of international law,” says Zhalilo.

However, Kyiv and its partners are faced with a situation that has not previously arisen in the modern world and economy, the doctor emphasized.

“How to ensure these mechanisms on a legal basis? The easiest way is to start defeating the elephant piece by piece. First of all, it is a fact that some Russian resources have already been frozen. Secondly, the income from this resource, since it is already frozen, can be directed in favor of Ukraine. Next, it is necessary to talk about directing in favor of Ukraine all the resources that belong to Russia and its sanctioned entities, whose resources are frozen, and in fact, they should be confiscated,” the expert said.

Zhalilo noted that the third stage of the transfer of Russian assets to Ukraine will become possible after the end of the war.

“Then the amount of reparations that Russia will be obliged to pay to Ukraine over a certain period of time will be determined to compensate for the damage caused. This stage-by-stage approach that we are observing, and the stage-by-stage successes in solving the problem, they, in general, inspire optimism that the whole problem will gradually be resolved at the correct international legal and transparent level,” concluded Yaroslav Zhalilo.
