Germany’s Military Counterintelligence Service (MAD) has stated that Russia is ramping up espionage and disruptive activities within the country.

MAD President Martina Rosenberg said there has been a sharp rise in espionage cases and hybrid incidents.
“The approach is more massive and also more aggressive,” she said.
According to her, Russian intelligence services are operating “as they did during the Cold War.”
It is also noted that the number of such incidents has nearly doubled over the past year, and Russian agents continue to enter Germany through third countries.
Notably, Bundestag President Julia Klöckner recently stated that the lower house of Germany’s parliament is under constant cyberattacks and requires stronger protection from hackers.
The largest cyberattack on the Bundestag occurred in May 2015, when the computers in many MPs’ offices were infected with spyware — including the devices of then-Chancellor Angela Merkel.
As a result, the Bundestag’s entire IT system had to be completely overhauled.
Five years after the incident, based on new evidence provided by the federal prosecutor’s office, Merkel declared there was “convincing evidence” of Russia’s involvement. In response, the European Union imposed sanctions on the Russian Federation.
The German government also accused a Russian military intelligence unit of a cyberattack on the central office of the Social Democratic Party (SPD) in 2023, when Chancellor Olaf Scholz — a member of the SPD — was leading the government.
Those responsible for the cyberattack on the headquarters of the Christian Democratic Union (CDU) a year later have not yet been identified.
