Germany’s top intelligence official has revealed that Russia may be preparing to challenge the credibility of NATO’s collective defense, citing concrete evidence of Kremlin plans to expand its aggression beyond Ukraine.
Bruno Kahl, head of the Federal Intelligence Service (Bundesnachrichtendienst, BND), made the comments during an interview with Table.Briefings, as reported by The Times.
He stated that Moscow is actively assessing NATO’s commitment to Article 5, the alliance’s foundational clause promising mutual defense in case of an attack on any member state.
“We are fully confident and have intelligence to support the assessment that Russia’s full-scale invasion of Ukraine is only one phase in its broader westward ambitions,” Kahl said.
While ruling out an imminent invasion by “large tank battalions from the East,” the German spy chief warned of a more nuanced threat, including hybrid tactics, cyber warfare, and strategic provocations aimed at undermining NATO’s unity.
Kahl added that the Kremlin is increasingly skeptical of the strength and resolve of NATO’s collective defense mechanisms and may attempt to expose perceived weaknesses in the alliance’s response architecture.
According to Kahl, Russia’s strategic objectives include pushing NATO back to its pre-1990s borders, driving the United States out of Europe, and expanding its influence by any means necessary.
Kahl’s assessment echoes previous warnings by German Defense Minister Boris Pistorius, who has consistently emphasized the need for Germany to be “ready for war” by the end of the decade.
