President Volodymyr Zelenskyy has announced that the “Victory Plan” is now fully prepared.
In his evening address, Zelenskyy stated that all points and key aspects have been worked out, and the necessary details and appendices to the plan have been finalized.
“The most important thing now is the determination to implement it. There is no and can be no alternative to peace, no freezing of the war, or any other manipulations that would simply shift Russian aggression to a different stage,” the president emphasized.
Zelenskyy also thanked Ukrainian troops for “ensuring our, Ukrainian, long-range capability,” likely referring to the attack on a missile depot in Toropets, Tver region, Russia.
Earlier, President Zelenskyy had expressed the desire to develop a plan for ending the war while simultaneously enhancing battlefield capabilities. He explained that continuing pressure on Russia could force it into diplomatic resolution.
Subsequently, Zelenskyy started referring specifically to the “Victory Plan.” According to the president, Ukraine will hold Russian territory as an inseparable part of this plan. He also mentioned that the document could pave the way for a reliable peace—through the full realization of the “peace formula.”
Ukraine will present this plan to international partners. Zelenskyy is scheduled to meet with his American counterpart, Joe Biden, in September for this purpose.
“This plan is about Ukraine, about our soldiers. It has only a few points, which, in my view, is good. Each point will depend on Biden’s decision,” Zelenskyy told American journalist Fareed Zakaria.
The Ukrainian Victory Plan reportedly includes five points, addressing both military and economic support.
