1 million shells from the EU for Ukraine: how the initiative will be implemented in practice, – the expert explained

The European Union will allocate one billion euros for the production of shells for Ukraine. The implementation of this solution will take time. Nevertheless, such an important step guarantees that Ukraine will have the necessary ammunition. Ivan Stupak, a military expert of the Ukrainian Institute of the Future, a consultant to the Verkhovna Rada Committee on National Security, Defense and Intelligence, said this on the air of the FREEDOM TV channel.

“We were promised 1 million shells throughout the year, this is a big plus. This suggests that we will have shells. Yes, not immediately, but we will have them. That is, this is a serious insurance for Ukraine. We understand that we will receive 1 million shells a little later or a little earlier, but we will have them. And there will be no such moment when they will tell us, they say, forgive me, please, we can no longer help, there is nothing, ”the expert noted.

The big question now is how to ensure the production of these shells, Stupak says. He recalled that now the production of Soviet-style shells is being actively activated in the countries of the former Warsaw Pact in order to support the Ukrainian army, until production in Western countries is established.

“Europe and the US were not ready for a war of this magnitude. Everything that was prepared by the European Union and the USA was based on the “three pillars”. These are cyber attacks on the enemy, drones and aircraft, as well as small military formations that are already clearing the territory on purpose. They didn’t prepare for such artillery duels – 70 thousand shots a day, ”the guest of the air emphasized.

According to Stupak, factories that produce shells will be identified in Europe, industries that specialize in the manufacture of explosives, gunpowder, and cartridge cases will be identified. And in this way, joint production will be established.

“The European Union allocated 1 billion euros in compensation for the production of shells. And now we need to agree on who will produce what. This does not mean that conventionally the Netherlands, Germany, France, Spain – all lost their feet and produce shells. Factories that exist in Europe and are engaged in the production of shells will be identified, industries that are engaged in the manufacture of explosives, gunpowder, cartridge cases – all components will be identified. For example, the Netherlands produces gunpowder, Spain produces shells. And then in one place, conditionally in Bulgaria or the Czech Republic, it is all assembled, and then delivered to Ukraine. That is, due to this distribution, such a conveyor will work, ”explained Stupak.

He also stressed that the adoption of any such decisions regarding assistance to Ukraine requires considerable time, because the countries of Europe do not have a dictatorship.

“That is, on the one hand, dictatorship is terrible, it is bad. And on the other hand, speaking from the point of view of making a decision, one person says “I am for”, and everything started. There is no such thing in a democratic society. There is a parliament, there is an opposition, there are lobbies that do not agree against, which, for example, conditionally pro-Russian views have either neutral or isolationist views,” the expert noted.

He believes that Ukraine should constantly talk about itself and show victories.

“The more Ukraine shows victories on the fronts, the greater the determination of Western countries to help us,” Stupak summed up.
