Putin Orders Restrictions on Foreign Films in Russia — Disinformation Center

Russian President Vladimir Putin has instructed authorities to limit the distribution of foreign films in Russia, according to Ukraine’s Center for Countering Disinformation, UATV English reports.

The directive reportedly targets international movies deemed “stupid and unnecessary” or harmful to viewers, a narrative that has been widely amplified by Russian state media and pro-government social platforms.

Ukrainian officials say such rhetoric is presented domestically as a defense of national interests, but in reality reflects a broader tightening of state control.

“When the president decides what films citizens are allowed to watch, this is not cultural policy — it is totalitarianism,” the Center said.

According to the agency, Russia’s film industry is increasingly shifting from entertainment to a tool of ideological influence, with restrictions on foreign content accompanied by the promotion of state-approved productions aligned with official narratives.

Officials argue that claims of “protecting viewers” are being used to justify expanding censorship and strengthening control over public opinion.

The move comes amid broader signs of tightening information control in Russia, including reported restrictions on internet access and growing pressure on independent media.
