EU Approves UK’s Participation in €90 Billion Ukraine Loan Program

European Union member states have approved the United Kingdom’s participation in the EU’s €90 billion loan program for Ukraine, expanding British involvement in financing Ukraine’s defense and economic needs through 2027, UATV English reports.

The Council of the European Union said the decision allows Ukraine to use loan funding to procure key defense equipment from British companies in addition to existing suppliers from EU member states and other countries within the European Economic Area.

The €90 billion package includes €60 billion for investments in Ukraine’s defense industrial base, including the procurement of defense products, and €30 billion in direct macroeconomic and budget support.

The EU and the United Kingdom signed the contribution agreement on July 13.

According to the Council, the UK met all three conditions required for third-country participation in the program. These include committing to a fair and proportionate financial contribution toward the EU’s borrowing costs, concluding a Security and Defence Partnership with the European Union, and providing substantial financial and military assistance to Ukraine.

“EU solidarity with Ukraine remains a key priority of the Irish Presidency. Today’s decision reflects the shared commitment of the EU and the United Kingdom to support Ukraine for as long as it takes to end Russia’s illegal military aggression and secure a comprehensive, just and lasting peace,” Irish Minister for Foreign Affairs and Trade Helen McEntee said.

The Council is expected to formally adopt the decision through a written procedure in the coming days. It will enter into force on the day of its publication in the Official Journal of the European Union.

The €90 billion facility, approved by the Council in April, is intended to strengthen Ukraine’s macroeconomic stability, support critical infrastructure and expand the country’s defense production capacity during 2026 and 2027.
