May 5, the first meetings of the Working Groups set up under the National Council for the Recovery of Ukraine from the War took place. The main task of the groups in the coming weeks will be to analyze the current state of the country and elaborate proposals for the Recovery and Development Plan for Ukraine under United 24 initiative.
United 24 is a global initiative to support Ukraine in the fight against Russian aggression, launched by the President of Ukraine. Its first components are the Recovery Plan and the Fund for Reconstruction of Ukraine.
To prepare the Recovery Plan the President of Ukraine issued on April 21, 2022 a decree establishing an advisory body – the National Council for the Recovery of Ukraine from the War. The Working Groups of the National Council include MPs, representatives of the Government and the President’s Office, central and local executive bodies, local governments, business, non-governmental and international organizations as well as Ukrainian and international experts.
The main objective of the Recovery Plan goes beyond plain restoration of destroyed infrastructure and focuses on the profound transformation of the country into a new European member based on the principles of the green economy. The Recovery Plan will be designed following the principles of parametric design and regional approach. The National Council will determine the parameters of reconstruction and modernization for each recovery sector of the economy on the basis of Working Groups proposals. Partner countries, sister cities or corporations will be able to help rebuild a specific Ukrainian cities or region impacted by war.
The comprehensive Recovery Plan will be funded by a special Fund accumulating and redistributing funds. The fund will be replenished from the following sources:
•financial assistance from partner countries, international financial institutions, international humanitarian organizations and charitable foundations;
•frozen, confiscated assets of the Russian Federation;
•donations from large international corporations;
•donations from individuals.
One of the main elements of the Fund is an online fundraising platform United 24.
