February 21, Ukrainian Foreign Minister made a number of significant statements on the Ukraine-Russia issue, following his participation in the Foreign Affairs Council in Brussels:
Ukraine believes that a summit in the format of five permanent members of the UN Security Council plus Ukraine, Germany, and Turkey is the most optimal format for the discussion on de-escalation and the formation of new security guarantees.

Ukraine sent a letter to the EU on strengthening the state cybersecurity; Kyiv received a positive decision on the readiness of the EU to provide a comprehensive proposal in this regard.
Modern warfare is not just about tanks, artillery, and planes, but also concrete actions in cyberspace: “I have received confirmation from the European Union that they are responding positively to my request. Ukraine will receive a proposal for EU systemic assistance in strengthening our cybersecurity.”
High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, has invited the 27 EU Foreign Ministers to Brussels to talk about the current crisis caused by the Russian military build-up at the borders with Ukraine.

Ukrainian Foreign Minister Dmytro Kuleba is a guest at the meeting – the EU stands in a spirit of support and solidarity at Ukraine’s side. The talks within the EU 27 will also look at what further support the EU and its member states will make available to their Ukrainian partners. In addition, the Ministers will seek to continue and to strengthen the existing diplomatic dialogue tracks aimed at de-escalating the crisis.
In addition to the Russia-Ukraine crisis, the meeting addresses climate diplomacy as well as the situation in Bosnia and Herzegovina, Mali and the Gulf Region.
