Fedorov — Ukraine Is Building the World’s Most Transparent Defense Procurement System

Ukraine is developing what it aims to become the world’s most transparent defense procurement system, with competitive tenders set to become the standard for purchasing military equipment and weapons, Defense Minister Mykhailo Fedorov said, UATV English reports.

“We are building a very transparent procurement system and a transparent framework for supporting the defense industry in Ukraine. After I became minister, we launched competitive tenders for long-range 155 mm artillery ammunition, and now we have launched the first tender for drone procurement. All types of drones will be purchased through competitive tender procedures,” Fedorov said during a joint briefing with Danish Defence Minister Jeppe Bruus.

“Our goal is to build the most transparent procurement system in the world. It will become an example for everyone,” he added, noting that global defense procurement markets have traditionally been highly closed.

Fedorov also said Ukraine and Denmark discussed expanding bilateral defense cooperation and expressed confidence that bureaucratic obstacles slowing joint projects would be resolved.

The ministers also discussed the FREYJA anti-ballistic defense program, which Fedorov described as an important project for the security of Europe as a whole.

“It could become the first large-scale project to produce anti-ballistic systems. We are moving forward with launching this project,” he said, expressing hope that Denmark would join the consortium.

The FREYJA system is being developed to detect and intercept ballistic missiles. Earlier this month, German defense company Hensoldt and Ukrainian firm Fire Point signed a memorandum of understanding on integrating components into the system.
