Ukraine and Lithuania have signed a Joint Declaration to strengthen cooperation on energy resilience and recovery during the Ukraine Recovery Conference (URC2026) in Gdańsk.

Ukraine’s First Deputy Prime Minister and Minister of Energy Denys Shmyhal and Lithuania’s Minister of Energy Žygimantas Vaičiūnas signed the agreement, UATV English reports.

Under the declaration, Lithuania will provide €4 million to install solar power systems and energy storage facilities at social infrastructure sites, including Ukrainian schools and hospitals.

“Within these agreements, Lithuania will allocate €4 million for the installation of solar panels and energy storage systems at social infrastructure facilities, particularly Ukrainian schools and hospitals,” Shmyhal said.

He noted that equipment previously supplied by Lithuania has already been used under the Ray of Hope project, enabling six Ukrainian hospitals to secure their own power generation, while technical solutions are currently being developed for another medical facility.

Shmyhal added that emergency support for Ukraine’s energy sector remains another priority of bilateral cooperation, including the supply of transformers, generators, critical spare parts, and other equipment needed to restore damaged infrastructure.

Equipment dismantled from the Vilnius Combined Heat and Power Plant and the Ignalina Nuclear Power Plant is already being used in Ukraine to repair energy infrastructure, he said.
