Baltic States at the UN: Russia is waging a deliberate campaign of terror and destruction against Ukraine

Russia’s killing of civilians and destruction of civilian infrastructure in Ukraine is not random — it is a deliberate Kremlin-led campaign of terror.

This was stated during a UN Security Council meeting on Friday by Latvia’s Permanent Representative to the UN, Ambassador Sanita Pavļuta-Deslandes, speaking on behalf of Latvia, Lithuania, and Estonia, Ukrinform reports.

“In recent weeks, Russia has intensified drone and missile attacks, systematically targeting civilians and civilian infrastructure — including hospitals, power grids, and schools,” she said.

The ambassador stressed that many innocent lives have been lost as a result of Russian strikes.

“These are not isolated incidents. This is a planned campaign of terror and destruction.”

She also emphasized that Russia continues to ignore international humanitarian law.

“The Security Council must not look away. The international community must go beyond statements. We must act decisively to protect civilians and hold the perpetrators accountable.”
