Russia is attempting to create a false sense of international recognition for its occupied Ukrainian territories by staging so-called international agreements, Ukraine’s Center for Countering Disinformation (CCD) said, UATV English reports.
According to the CCD, Vladimir Saldo, head of the Russian-installed administration in the occupied Kherson region, signed a “memorandum” with North Korea’s ambassador to Russia. The document reportedly concerns the supply of stolen Ukrainian grain from occupied territories and outlines so-called “humanitarian contacts.”
The CCD emphasized that such meetings are part of a broader Kremlin strategy to legitimize its proxy authorities in temporarily occupied territories.
“Saldo is not the first to present such contacts as full-fledged international cooperation. This is not diplomacy, but an attempt to simulate ‘normal life,’ where occupied regions are portrayed as legitimate actors,” the center said.
In reality, North Korea remains one of the few countries openly supporting Russia’s aggression, and any claimed “economic ties” are largely a propaganda tool, the CCD added.
Earlier reports indicated that a case against Saldo over the theft of Ukrainian grain worth billions of hryvnias has been sent to court.
Separately, Ukrainian officials reported that in the occupied Crimean camp Artek, Russian authorities have launched “educational programs” teaching teenagers how to operate drones.
