Russia’s State Duma is preparing to adopt a package of bills that would effectively cut off citizens living abroad who are evading punishment from the country’s financial and property system.
This was reported by Ukraine’s Foreign Intelligence Service (FISU), UATV English reports.
“A new registry of such individuals will be maintained by Russia’s Ministry of Justice, with materials for inclusion able to be submitted by the Prosecutor General’s Office, the FSB, the Interior Ministry, and the Federal Bailiff Service. Once entered into the registry, restrictions will apply automatically, without a separate court ruling,” FISU reported.
It is noted that the document was significantly expanded during preparation for its second reading.
Banks are planned to be barred from giving relocated citizens access to mobile apps and online banking, with their income and social payments to be credited to special ruble accounts with restricted access to funds.
“Rosreestr [Russia’s property registry] will return, without review, applications regarding such citizens’ real estate, making it impossible to sell or re-register it. The bans also cover vehicle registration, driver’s licenses, loans, and entrepreneur status,” the agency stated.
It is noted that court costs and compensation will be allowed to be collected from frozen funds, and a special commission under Russia’s president will be able to pay out a portion of these assets to relatives who remain in the country without income.
“The state will effectively gain the right to dispose of a citizen’s property without their consent. Additionally, those entered into the registry will have restricted access to state and consular services, including passport replacement,” FISU reported.
The agency explained that the purpose of these measures is not to punish specific individuals, but to intimidate the entire population and suppress public disagreement with Kremlin policy.
It is noted that the new mechanism is also meant to raise the cost of emigration ahead of a possible new wave of mobilization in autumn 2026.
As previously reported, Russia is tightening digital control over migrants.
