Protective structures are being actively arranged in the Donetsk region. In total, there are almost 18 shelters in the region on the balance of the Civil Defense Fund, which can accommodate 300,000 people.

During the 8 years of the war, the city authorities of Avdiivka in the Donetsk region provided shelter in the basements of high-rise buildings, where citizens can escape from shelling. Unlike residents of private homes, who have the opportunity to hide in their basements, residents of high-rise buildings often found themselves defenseless.
Bullets cut down the house of Mykhaylo Ivanovych, a resident of Avdiivka. About 10 times the man’s yard came under fire. Therefore, back in 2014, after mines and shells fell on the garden [from the shelling from Grad], the pensioner set up his own underground shelter.
Basements of private houses often saved residents of the old part of the city from shelling. Residents of high-rise buildings had a more difficult situation in 2014, as there were no protective structures in the city. Therefore, the city authorities for 8 years have arranged a shelter in the basements of high-rise buildings. They have a different area, equipped with seating and food.
“Here we have a supply of water, as in other storage facilities. Since there is a heating system, the room is quite warm during the heating season. And it’s cool in the summer” – says Rostyslav Sakhno, director of the municipal enterprise “Single customer service of Avdiivka City Council”.
According to him, one shelter can accommodate up to hundred people.
In the Donetsk region, it was decided to modernize the system of central public awareness in the communities along the line of contact. It is planned to spend UAH 13 million for these purposes.
