Zelenskyy hinted that inviting Russia to the Peace Summit is impossible until the “Victory Plan” is implemented

President of Ukraine Volodymyr Zelenskyy hinted that involving Russia as a participant in the Peace Summit is possible only after the “Victory Plan” he proposed is implemented, as Moscow will not be truly interested in negotiating before that.

His statement from a video address to participants of the “Crimean Platform” parliamentary summit in Riga was quoted by “Interfax-Ukraine.”

Zelenskyy hinted that involving Russia in the Peace Summit will be possible after the Ukrainian “Victory Plan” is implemented.

The president emphasized that the plan contains “everything necessary” to deprive Russia of any alternatives, aside from a just peace, that it currently hopes for.

“When and if the Victory Plan is fully implemented, we will see Russia at the summit, we will see the formula realized, and we will see the full restoration of the effectiveness of the goals and principles of the UN Charter,” Zelenskyy said.

“Russia is avoiding genuine diplomacy and does not want to return what it has stolen, but it must be forced to do so,” the president noted.

It is worth recalling that earlier in October, Zelenskyy stated that preparations for organizing the next Peace Summit should be completed by early November, but the summit’s date is still unknown.

The president explained that the “Victory Plan” is designed as a “bridge” to the next Peace Summit and aims to create the conditions under which it will be possible to implement the points of the “peace formula.”

In recent months, Ukrainian officials have repeatedly said that a representative of Russia should be invited to the next Peace Summit.

Head of the Office of the President of Ukraine, Andriy Yermak, stated that this step should not be interpreted as the beginning of negotiations with Russia and urged not to assume in advance that the second summit will be the final one.
