Increased sanction pressure from the EU and the US is the only way to gain peace in Ukraine, David Kramer said, according to Radio Svoboda<\/a>.<\/p>\n<\/div>\n

Radio Svoboda met with the expert during his stay in Kyiv, where he serves as a member of the international group of observers from the International Republican Institute (IRI). David Kramer is former Assistant Secretary of State for Democracy, Human Rights, and Labor from 2008 to 2009. He was President of Freedom House from October 2010 to November 2014. He is currently the Senior Director for Human Rights and Human Freedoms at the McCain Institute.<\/p>\n

\u2013 Newly elected President Volodymyr Zelenskyi wants to reset the Minsk process. Are there any chances?<\/strong><\/p>\n

\u2013 Unfortunately, the Minsk process didn’t work out from the beginning of the negotiations in September 2014, as well as later, in February 2015. We can say that the situation reached a deadlock. If Mr. Zelenskyi has ideas on how to move things forward – great! I am myself not sure that the Minsk process is the right way. But this is the only one existing process, and it doesn’t include the United States.<\/p>\n

\u2013 Volodymyr Zelenskyi is willing to see the US taking part in this process (along with the UK). Is it possible?<\/strong><\/p>\n

\u2013 I’m not sure that Russians will accept this. But if they do, this will probably mean that the Minsk process is not working.\u00a0 The US has an excellent negotiator – Kurt Volker, the Special Representative of the State Department. This is the situation when both the offender and the victim are defined. Russia is the offending side and the victim is Ukraine. Russia invaded Ukraine, not vice versa. That’s why the international pressure on the Kremlin has to be increased, for Russia to accept Ukraine’s sovereignty and territorial integrity.<\/p>\n

\u2013 Did Russia interfere in the Ukrainian election? Some say that they didn’t, others draw attention to the facts of propaganda before the election.\u00a0<\/strong><\/p>\n

\u2013 On one level, there were no mass cyber attacks on the CEC, as there were in 2014, but there was a constant noise, caused by propagandistic media that these elections are “illegitimate,” that they were going to be fabricated, but Ukrainians refuted this.<\/p>\n

On the other level, Russian interference in these elections and everyday life of Ukrainians is obvious. This is due to the occupation of Crimea and part of Donbas, which led to a part of Ukrainian voters who couldn’t take part in the elections. Moscow is responsible for that, not Kyiv. This is quite transparent, no need to dig deep to figure out Russian interference.<\/p>\n

\u2013 The main question for most Ukrainians on the election is how to end the war? Do you have predictions on it? <\/strong><\/p>\n

\u2013 Putin will not change his policy, until there won’t be additional international pressure and sanctions from the USA, Canada and the EU. The cost and consequences for the Kremlin must get raised. We should also remember that the Minsk process doesn’t include Crimea. And we will never recognize the illegal annexation and occupation of Crimea. That’s why – more pressure from the West, more support for Ukraine, and making sure that we are as united as possible.<\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
