{"id":1415640,"date":"2026-07-27T13:20:00","date_gmt":"2026-07-27T10:20:00","guid":{"rendered":"https:\/\/uatv.ua\/?p=1415640"},"modified":"2026-07-26T10:42:10","modified_gmt":"2026-07-26T07:42:10","slug":"ukrainian-long-range-sanctions-are-indeed-producing-results-austrian-colonel","status":"publish","type":"post","link":"https:\/\/uatv.ua\/en\/ukrainian-long-range-sanctions-are-indeed-producing-results-austrian-colonel\/","title":{"rendered":"Ukrainian &#8220;Long-Range Sanctions&#8221; Are Indeed Producing Results \u2014 Austrian Colonel"},"content":{"rendered":" <p class=\"wp-block-paragraph\">Ukraine&#8217;s systematic strikes on Russia&#8217;s oil refining industry are already having a significant effect, but restricting crude oil exports and shadow fleet activity remains decisive for Russia&#8217;s ability to finance the war.<\/p>\n   <p class=\"wp-block-paragraph\">This view was expressed in an <a href=\"https:\/\/www.ukrinform.ua\/rubric-ato\/4147697-markus-rajsner-avstrijskij-vijskovij-ekspert.html\">interview<\/a> with Ukrinform by Colonel Markus Reisner of the Austrian Armed Forces, head of the Institute for Officer Training at the Theresian Military Academy, <a href=\"https:\/\/uatv.ua\/en\/\">UATV English<\/a> reports.<\/p>\n    <blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-paragraph\">&#8220;As for the scale of the damage, I&#8217;ll cite a figure from the Ukrainian General Staff, which I consider plausible. According to this data, between 43 and 45 percent of Russian oil refining facilities have been destroyed or damaged. That&#8217;s an enormous scale. Footage from social media also shows that Ukraine&#8217;s &#8216;long-range sanctions,&#8217; as Ukrainians themselves call these strikes, are indeed producing results,&#8221; Reisner said.<\/p>\n<\/blockquote>\n   <p class=\"wp-block-paragraph\">He stressed the need to distinguish between strikes on facilities linked to crude oil exports and damage to gasoline and diesel fuel production capacity.<\/p>\n    <blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-paragraph\">&#8220;Crude oil still allows Russia to sell it on world markets. This is helped, among other things, by the crisis around Iran, which has driven up oil prices. Although Ukraine has focused on loading and unloading ports, such as Ust-Luga, and has caused serious damage there, Russia can still export oil. As long as that money keeps flowing into the Russian treasury, it remains available to the war economy,&#8221; the expert noted.<\/p>\n<\/blockquote>\n   <p class=\"wp-block-paragraph\">According to him, the shortage of gasoline and diesel fuel is already being felt in everyday life in Russia, but has not yet triggered a broad protest movement.<\/p>\n    <blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-paragraph\">&#8220;So the decisive lever, in my view, is not so much pressure on fuel supplies to the population, as pressure on the supply of resources and money to the war economy. For that, above all, shadow fleet activity needs to be restricted and exports, particularly of crude oil, need to be cut off,&#8221; Reisner said.<\/p>\n<\/blockquote>\n   <p class=\"wp-block-paragraph\">He noted that Russia is trying to restore old, decentralized production sites, which gives Ukrainian forces more targets and forces Russian air defense to protect a larger number of facilities.<\/p>\n   <p class=\"wp-block-paragraph\">Reisner also linked the effectiveness of Ukrainian strikes to the use of intelligence data and artificial intelligence technologies.<\/p>\n    <blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-paragraph\">&#8220;Another important factor is the impact of American intelligence data and artificial intelligence, particularly MAVEN from Palantir. This allows Ukraine to use its limited resources very precisely, choosing new attack corridors and new targets. This is exactly what makes the success we&#8217;re seeing now possible,&#8221; he stressed.<\/p>\n<\/blockquote>\n   <p class=\"wp-block-paragraph\">As previously reported, President Volodymyr Zelenskyy had earlier stated that the plan for Ukraine&#8217;s &#8220;long-range sanctions&#8221;
