Since mid-June, Russia has been gripped by a fuel crisis caused by Ukrainian drone strikes on oil refineries, and lines at filling stations have stretched from occupied Crimea through southern Russia and Siberia to Moscow.&nbsp;<\/p>\n   <p class=\"wp-block-paragraph\">In late June, Vladimir Putin publicly acknowledged for the first time that&nbsp;<a href=\"https:\/\/www.cnbc.com\/2026\/06\/29\/putin-russia-fuel-shortages-ukraine-drone-strikes.html\" rel=\"noreferrer noopener\" target=\"_blank\">Ukrainian strikes on energy infrastructure<\/a>&nbsp;had created fuel problems, although he insisted the situation was under control.&nbsp;<strong>This matters because the shortage moves the war from a distant battlefield into the daily lives of ordinary Russians.<\/strong>&nbsp;Yet the conclusion should remain sober:<strong>&nbsp;fuel shortages alone will not bring the Kremlin to capitulation.<\/strong><\/p>\n   <p class=\"wp-block-paragraph\"><a href=\"https:\/\/thegaze.media\/news\/can-russias-fuel-crisis-force-the-kremlin-to-make-concessions\"><strong>Read the FULL article <\/strong><\/a>by <strong>Bohdan Popov<\/strong>, Head of Digital at the United Ukraine Think Tank, communications specialist and public figure<\/p>\n   <p class=\"wp-block-paragraph\">Popov describes the campaign&#8217;s scale as unprecedented, noting that throughout 2026 Ukrainian long-range drones have hit nearly every major Russian refinery, with only the Angarsk refinery in Irkutsk region left untouched \u2014 spared mainly by its distance of over four thousand kilometers from Ukraine. He details how drones struck the Moscow refinery on June 16 and 18, knocking it out until at least 2027, hit a major plant near Nizhny Novgorod on June 24 before a second strike on July 2 shut it down again just after it resumed, and struck Russia&#8217;s largest refinery, in Omsk, on July 6.<\/p>\n   <p class=\"wp-block-paragraph\">The expert emphasizes that these strikes have come in successive waves faster than Russia can repair the damage, meaning destruction is outpacing reconstruction. He notes that Kyiv openly frames these operations as an attempt to strip the Russian military of the fuel it depends on.<\/p>\n   <p class=\"wp-block-paragraph\">Popov points out that the Kremlin&#8217;s response has been to fall back on its familiar tool of export bans \u2014 extending the aviation fuel export embargo until the end of November, weighing a similar ban on diesel, and negotiating imports of roughly fifty thousand tons of gasoline from Kazakhstan. He argues, though, that the real impact of these restrictions is fiscal rather than logistical, since they cut refiners off from more profitable foreign markets and shrink foreign-currency revenue.<\/p>\n   <p class=\"wp-block-paragraph\">The expert adds that this also limits refiners&#8217; ability to make up losses domestically, noting that economic growth stalled in the first quarter and that even Western economists now acknowledge the war&#8217;s rising cost for the Kremlin.<\/p>\n   <p class=\"wp-block-paragraph\">Popov argues this is where the shortage takes on political weight. He observes that for years the war remained distant for most Russians, but Ukrainian strikes are changing that by turning the conflict into a real economic burden \u2014 hours-long queues, empty pumps, and fuel rationing increasingly reaching regions far from the front. He notes that Ukraine has simultaneously begun striking tankers in the Sea of Azov to choke off fuel supplies to occupied Crimea, extending shortages to the peninsula&#8217;s coastal areas. Popov cites polling showing fewer Russians believe the country is headed in the right direction, suggesting the Kremlin&#8217;s carefully built image of stability is growing harder to maintain.<\/p>\n   <p class=\"wp-block-paragraph\">Still, Popov cautions against expecting these pressures to trigger a quick political breakthrough. He notes that Putin, while acknowledging the problems, has called the situation manageable, rejected ceasefire proposals, and insisted the war will continue until Russia&#8217;s goals are met, casting Ukrainian strikes as a distraction from Kyiv&#8217;s own setbacks.<\/p>\n   <p class=\"wp-block-paragraph\">The expert observes that analysts see the Kremlin as more likely to dig in than negotiate, with many Russians appearing more resigned to the war as inevitable than eager to demand peace. He notes that when President Zelensky proposed talks and a full ceasefire for their duration in an open letter, Putin responded that he still saw no point in a personal meeting.<\/p>\n   <p class=\"wp-block-paragraph\">Popov argues this doesn&#8217;t mean the pressure is wasted. He points out that medium-range strikes on Russian military logistics have slowed the offensive&#8217;s pace, feeding into a broader positional stalemate, while the economic strain simultaneously boosts Ukraine&#8217;s leverage and undermines the financial base of Russia&#8217;s war effort. He notes the shortage is forcing the Kremlin to weigh military needs against civilian ones, and that any future diesel export ban would deepen that dilemma, implicitly conceding the mounting economic constraints Moscow faces.<\/p>\n   <p class=\"wp-block-paragraph\">Popov notes that Putin maintains the shortage isn&#8217;t critical and doesn&#8217;t affect combat operations, yet argues that his public acknowledgment of the problem alone shows it can no longer be brushed aside.
