Nowhere is this system more visible than in the Baltic Sea, from where, in early 2026,&nbsp;<a href=\"https:\/\/united24media.com\/interview\/russias-shadow-fleet-is-a-growing-threat-in-the-baltic-sea-can-europe-stop-it-16790\" rel=\"noreferrer noopener\" target=\"_blank\">up to half of the crude oil<\/a>&nbsp;leaving Russian ports was transported precisely by these sanctioned vessels.<\/p>\n   <p class=\"wp-block-paragraph\">Official shipments through the state company became unprofitable as far back as last year, so&nbsp;<strong>the share of shadow vessels only grew, and exports through the region rose to record volumes.<\/strong>&nbsp;It is precisely the Baltic Sea that could become the arena in which the West turns scattered sanctions into systematic pressure.<\/p>\n   <p class=\"wp-block-paragraph\"><a href=\"https:\/\/thegaze.media\/news\/no-blockade-needed-the-baltic-sea-can-choke-russias-shadow-fleet-legally\"><strong>Read the FULL article <\/strong><\/a>by <strong>Anton Kuchukhidze<\/strong>, political scientist and foreign policy analyst, co-founder of the United Ukraine Think Tank<\/p>\n   <p class=\"wp-block-paragraph\">Kuchukhidze emphasizes the sheer scale of Russia&#8217;s shadow fleet, noting estimates that put it at more than twelve hundred foreign-flagged vessels, often carrying questionable insurance, and responsible for 60\u201380% of all Russian oil exports. He points out that in the Baltic Sea, as of late February 2026, roughly one in three tankers were presenting insurance certificates from sanctioned Russian or Russia-linked insurers, while Moscow has stepped up efforts to register and re-register dozens of tankers under its own flag \u2014 despite the fact that Russia&#8217;s own maritime registry is itself sanctioned.<\/p>\n   <p class=\"wp-block-paragraph\">The expert argues that this issue has long outgrown its purely economic dimension. He cites researchers who tie the shadow fleet to damage on undersea cables and drone overflights of critical infrastructure in the Baltic and North Seas, framing it as a tool of hybrid warfare rather than simple sanctions evasion.<\/p>\n   <p class=\"wp-block-paragraph\">Kuchukhidze lays out the toolkit available to counter this system, describing it as far more measured than a forceful blockade: tracking vessel movements via satellite, verifying insurance documents, conducting port state control and environmental inspections under existing rules, sanctioning specific ships and companies, and NATO naval patrols. He notes that it was precisely to safeguard undersea infrastructure that NATO launched the Baltic Sentry mission in January 2025, alongside the UK&#8217;s parallel Operation Nordic Warden \u2014 both relying on frigates, patrol aircraft, and naval drones, with the emphasis on surveillance, sustained presence, and deterrence rather than intercepting ships outright. He adds that Baltic states are pushing for this to be reinforced with a ban on refueling and storage services for shadow fleet vessels.<\/p>\n   <p class=\"wp-block-paragraph\">The expert observes that enforcement practice is already advancing, pointing to eight recorded European law-enforcement actions against shadow fleet vessels \u2014 three in 2025 and five more in just the first four months of 2026 \u2014 mostly over suspicions that a vessel lacked a valid flag or was flying a false one.<\/p>\n   <p class=\"wp-block-paragraph\">Kuchukhidze describes Russia&#8217;s response as deliberately demonstrative, citing warship escorts of sanctioned tankers, such as the corvette Boikiy and frigate Admiral Grigorovich in the English Channel, and a fighter jet covering a tanker over Estonian waters as authorities tried to intercept it. He traces the immediate trigger for talk of permanent military escorts to a Ukrainian sea-drone strike on a Russian gas carrier in the Mediterranean, after which a Kremlin aide announced plans in spring 2026 to have warships escort shadow fleet vessels. The expert stresses this is exactly why restraint matters: a full naval blockade risks being read as an act of war, whereas NATO&#8217;s Baltic mandate is deliberately confined to surveillance, deterrence, and infrastructure protection.<\/p>\n   <p class=\"wp-block-paragraph\">Kuchukhidze frames the underlying strategic logic as combining two effects at once \u2014 squeezing the fleet&#8217;s revenues that bankroll the war (he notes sanctions and the price cap have already cost Russia more than $120 billion since 2022) while simultaneously pushing back against the hybrid threat to European infrastructure.
