“The successful completion of the first review of the new EFF program is an important confirmation of the resilience of Ukraine’s financial system. I’m grateful to the IMF team, the Ukrainian government, and the National Bank for their constructive and professional work. We continue implementing the reforms needed to preserve macro-financial stability, mobilize domestic resources, and create the conditions for Ukraine’s recovery and European integration,” noted Ukraine’s Finance Minister Serhii Marchenko.<\/p>\n<\/blockquote>\n
The IMF noted the preservation of Ukraine’s macroeconomic and financial stability despite the extremely difficult conditions of the full-scale war. All quantitative performance criteria and indicative targets of the program were met as of the end of March.<\/p>\n
Following the review, the parties agreed on an updated timeline for implementing structural reforms, corrective measures to address delays, and additional policy commitments needed for the program’s continued implementation.<\/p>\n
Among the program’s key priorities remain ensuring fiscal sustainability, effective management of budget resources, mobilization of domestic revenues, and continued reforms in the tax and customs spheres.<\/p>\n
Particular attention is being paid to de-shadowing the economy, improving tax administration, and combating tax evasion. Implementing these measures should help create a level playing field for business, improve the investment environment, and support Ukraine’s integration into the European Union’s single market.<\/p>\n
As earlier reported, the IMF’s Executive Board completed the first review of the new program for Ukraine under the Extended Fund Facility. This opens the possibility of receiving about $690 million from the IMF in the coming days. After that, the total amount of financing provided to Ukraine under the new EFF program will amount to about $2.2 billion.<\/p>\n
On February 26, 2026, the IMF’s Executive Board approved a new four-year EFF program for Ukraine with a total volume of about $8.1 billion. In March, the first tranche of $1.5 billion was received into the state budget.<\/p>\n
The program runs from 2026 to 2029 and takes into account the current macroeconomic, fiscal, and security challenges Ukraine faces amid the prolonged full-scale war. It builds on the achievements of the previous EFF program, which was in effect from March 2023.<\/p>\n
After the second tranche under the new program is received, the total amount of IMF financing for this period will reach about $15.6 billion.<\/p>\n
