Europe is rebuilding its armed forces after decades of downsizing, but expanding defense budgets has proven easier than finding enough people willing to serve. As several countries reintroduce or expand military service, the debate is increasingly shifting from funding to recruitment, retention, and public support.<\/p>\n
Germany introduced a new military service model in 2026, requiring all 18-year-old men to complete a questionnaire on their health and willingness to serve while maintaining voluntary enlistment. Berlin aims to significantly expand the Bundeswehr over the next decade, with the option of introducing selective conscription if volunteer numbers fall short.<\/p>\n
France has opted for a gradual approach through a new voluntary 10-month service program, while Croatia reinstated compulsory basic military training after nearly two decades. Across Northern and Eastern Europe, governments are also expanding conscription or reserve systems in response to the changing security environment.<\/p>\n
Despite broad political backing for stronger defense, public willingness to serve remains considerably lower. Surveys in Germany show that while many support higher military spending and stronger armed forces, significantly fewer say they would personally take up arms to defend the country.<\/p>\n
The gap highlights one of Europe’s central challenges: legislation can create recruitment mechanisms, but it cannot generate motivation or public trust on its own.<\/p>\n
Ukraine has become a central reference point in Europe’s debate over military service. Despite international calls to lower the mobilization age further during the war, Kyiv chose to prioritize better equipment and training over expanding conscription to younger age groups. Instead, it introduced the voluntary “Contract 18\u201324” program, offering financial incentives and social benefits to encourage military service.<\/p>\n
The approach reflects a broader calculation that legitimacy, demographics, and public confidence are as important to sustaining a long-term military effort as the number of people available for mobilization.<\/p>\n
Ukraine’s growing use of drones, robotic systems, and dedicated unmanned forces demonstrates how technology can reduce pressure on frontline infantry and help limit personnel losses. At the same time, operating these systems requires highly trained crews, engineers, and technical specialists, shifting rather than eliminating manpower requirements.<\/p>\n
The experience suggests that modern militaries must rethink not only how many troops they need, but also what skills future forces will require as automation becomes more prominent on the battlefield.<\/p>\n
Maintaining an army over years of conflict depends not only on recruitment but also on keeping experienced personnel in service. Ukraine’s wartime experience has shown how the absence of clearly defined demobilization timelines and predictable rotations can place growing strain on both soldiers and society.<\/p>\n
For European governments rebuilding their armed forces, questions of service conditions, fairness, and long-term public trust may prove just as important as recruitment targets or defense spending commitments.<\/p>\n
Europe has the opportunity to address these challenges before facing the pressures of a prolonged conflict. Building larger militaries will require more than new legislation or higher budgets\u2014it will depend on creating a system that balances national security with public legitimacy, technological adaptation, and sustainable long-term service.<\/p>\n
