Against this backdrop, Germany and France have announced military cooperation on nuclear deterrence. Berlin has officially agreed to take part in exercises of France&#8217;s strategic forces. <a href=\"https:\/\/uatv.ua\/en\/\">UATV English<\/a> examined how this connects to security in Ukraine.<\/p>\n   <p class=\"wp-block-paragraph\">French and German forces conducted joint exercises on July 16 using German and French fighter jets capable of carrying nuclear weapons. Pilots from both countries practiced mid-air refueling. The very next day, at N\u00f6rvenich air base, the exercises continued with joint aircraft maintenance work. At a meeting between German Chancellor Friedrich Merz and French President Emmanuel Macron, they also discussed strengthening cooperation between Berlin and Paris on nuclear deterrence, including the first-ever participation of German forces in French nuclear exercises this fall.<\/p>\n    <blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-paragraph\">&#8220;We will for the first time take part in such exercises using conventional means, to determine where we can achieve our shared goals \u2014 namely, strengthening deterrence in Europe. And this will complement what Germany and France are doing together in terms of nuclear cooperation, including within the NATO alliance. In other words, we&#8217;re strengthening our defense capabilities by seriously examining the proposal made to us by the French government regarding nuclear deterrence. We&#8217;re moving forward here step by step, and it&#8217;s entirely possible this could lead to the creation of a new doctrine,&#8221; Friedrich Merz stated.<\/p>\n<\/blockquote>\n   <p class=\"wp-block-paragraph\">Germany&#8217;s chancellor noted that the partnership with Paris in this area does not replace NATO&#8217;s nuclear-sharing arrangement, but only complements it. In Emmanuel Macron&#8217;s view, France&#8217;s nuclear deterrence has always had a &#8220;European dimension.&#8221; France is the only country within the European Union that possesses nuclear weapons. The idea of a pan-European &#8220;nuclear umbrella&#8221; has gained relevance amid the reduction of the American military presence in Europe that began under the current US administration.<\/p>\n    <blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-paragraph\">&#8220;The goal of the deterrence initiative, of advancing what we proposed and prepared in close coordination with the chancellor and his closest circle, which led to the response jointly and carefully developed in March of last year, is in no way aimed at co-financing France&#8217;s nuclear capability. Absolutely not,&#8221; Emmanuel Macron emphasized.<\/p>\n<\/blockquote>\n   <p class=\"wp-block-paragraph\">The decision was a milestone for both states. Chancellor Friedrich Merz and President Emmanuel Macron announced this step jointly, and according to the German leader, it marks the first time he has supported Paris&#8217;s initiative on developing nuclear security matters. Until now the countries acted separately, but the joint strategy is now meant to strengthen stability within the EU. The leaders are convinced that combining efforts is a necessary step amid threats, above all from Russia.<\/p>\n    <blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-paragraph\">&#8220;Possible directions for cooperation include allied participation in nuclear exercises using conventional forces, visits to strategic facilities, coordination of early warning systems, missile defense, and the possible use of long-range precision strikes. At the same time, the French system complements rather than replaces American nuclear deterrence and the NATO mechanism,&#8221; noted Viktor Yahun, director of the Security Sector Reform Agency and national security expert.<\/p>\n<\/blockquote>\n   <p class=\"wp-block-paragraph\">In Europe, non-nuclear countries are increasingly taking steps to change that status following Russia&#8217;s aggression against Ukraine. Recently, Lithuanian President Gitanas Naus\u0117da announced the elimination of the constitutional ban on nuclear weapons.<\/p>\n    <blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-paragraph\">&#8220;The geopolitical situation has developed in such a way that the need to amend the Constitution has become apparent. It was adopted under completely different geopolitical conditions. Today we have a consensus on the possibility of removing the article that directly bans the deployment of weapons of mass destruction and establishing foreign military bases on Lithuanian territory, so that we&#8217;re not a weak link in NATO&#8217;s chain of deterrence,&#8221; he stated.<\/p>\n<\/blockquote>\n   <p class=\"wp-block-paragraph\">Russia has, over 18 months, been running a large-scale operation to spy on strategic nuclear facilities in several European countries, The Guardian reports. Spy drones were launched directly from vessels of Russia&#8217;s shadow fleet.<\/p>\n    <blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-paragraph\">&#8220;An analysis of 144 incidents in more than a dozen countries since late 2024, conducted by the International Institute for Strategic Studies, showed that Russian intelligence operated with &#8216;substantial impunity.&#8217; Drones were repeatedly spotted over air bases and airports, yet not a single one was captured or shot down by Western militaries, revealing a strategic failure in NATO&#8217;s air defense system,&#8221; The Guardian&#8217;s report states.<\/p>\n<\/blockquote>\n   <p class=\"wp-block-paragraph\">Russia has significantly stepped up hybrid and military provocations directed against Ukraine and NATO countries. According to experts, Moscow is trying to test the resolve of Western allies and intimidate countries on the bloc&#8217;s eastern flank. That&#8217;s precisely why the security of Europe and Ukraine are inextricably linked, and the Ukrainian army is the most experienced in Europe.
