{"id":1394809,"date":"2026-06-24T14:21:40","date_gmt":"2026-06-24T11:21:40","guid":{"rendered":"https:\/\/uatv.ua\/?p=1394809"},"modified":"2026-06-24T14:23:22","modified_gmt":"2026-06-24T11:23:22","slug":"nato-armies-lack-combat-experience-ukraine-has-plenty-to-spare","status":"publish","type":"post","link":"https:\/\/uatv.ua\/en\/nato-armies-lack-combat-experience-ukraine-has-plenty-to-spare\/","title":{"rendered":"NATO Armies Lack Combat Experience: Ukraine Has Plenty to Spare"},"content":{"rendered":" <p><strong><em>Kyiv is preparing the legalisation of private military companies by the end of 2026.&nbsp;<\/em><\/strong><\/p>\n   <p>On 6 May 2026, President Volodymyr Zelenskyy announced the preparation of legislation on private military companies and instructed the Ministry of Internal Affairs, intelligence agencies, and the Office of the President to submit the relevant bill by the end of the year.&nbsp;<\/p>\n   <p>In a&nbsp;<a href=\"https:\/\/kyivindependent.com\/zelensky-announces-plan-to-establish-private-military-companies-in-ukraine\/\">Kyiv Independent report<\/a>, the president\u2019s formula is stated unambiguously:&nbsp;<strong>the export of security after this war and for veterans must become a real business opportunity.<\/strong><\/p>\n   <p>Minister of Internal Affairs Ihor Klymenko clarified that the aim is to create a transparent and controlled model of specialised security services that fully complies with the Constitution of Ukraine. This is the third attempt to legalise PMCs in recent years, following Bill No.&nbsp;11214 of April 2024, submitted by MP Serhiy Hryvko and dedicated to international defence companies.<\/p>\n   <p><a href=\"https:\/\/thegaze.media\/news\/nato-armies-lack-combat-experience-ukraine-has-plenty-to-spare\"><strong>Read the FULL article<\/strong><\/a> by <strong>Anton Kuchukhidze<\/strong>, political scientist and foreign policy analyst, co-founder of the United Ukraine Think Tank.<\/p>\n   <p>Kuchukhidze argues that Ukraine is facing one of the most significant demobilisation challenges in contemporary European history. With between 880,000 and one million people currently serving in the armed forces\u2014roughly six percent of the country\u2019s working-age population\u2014the question of how to reintegrate veterans into civilian life will become a major strategic issue once active hostilities subside.<\/p>\n   <p>The political scientist contends that the legalisation of private military companies (PMCs) could help address two interconnected challenges simultaneously. On the one hand, it would create a legitimate labour market for veterans whose expertise often has no direct equivalent in civilian professions. On the other, it would allow the state to capture tax revenues that are currently being lost through foreign jurisdictions and offshore arrangements.<\/p>\n   <p>According to the analyst, the absence of a legal framework has not prevented the market from functioning. Foreign companies have reportedly been recruiting Ukrainian veterans for training and security-related missions for years, often operating through entities registered in countries such as Bulgaria. As a result, economic activity generated by Ukrainian expertise frequently benefits foreign tax systems rather than Ukraine\u2019s own budget.<\/p>\n   <p>The expert notes that the global market for private military and security services has, for much of the past decade, been heavily influenced by Russian actors. Organizations linked to the Wagner Group and its successors established a significant presence across Africa and the Middle East, shaping demand and operational standards within the sector.<\/p>\n   <p>Kuchukhidze argues that the effective collapse of Wagner after 2023 created a vacuum in this market. While some Russian-linked structures attempted to fill the gap, he suggests that few possess the same operational capabilities or level of battlefield experience that Ukrainian veterans have accumulated during years of high-intensity warfare.<\/p>\n   <p>The foreign policy analyst emphasizes that Ukrainian military personnel have acquired competencies that remain relatively rare even among Western armed forces. These include extensive experience with drone warfare and counter-drone operations in contested electronic environments, urban assault tactics, large-scale demining operations, electronic warfare in open terrain, and the organization of defensive operations against mechanized enemy formations.<\/p>\n   <p>According to Kuchukhidze, these skills have become increasingly valuable as military doctrines around the world adapt to lessons emerging from the war in Ukraine. He cites assessments suggesting that many governments and defence institutions now view Ukraine as one of the leading sources of practical expertise in modern warfare and defence innovation.<\/p>\n   <p>The author argues that a legal PMC sector would effectively transform these competencies into an exportable service. Rather than limiting Ukrainian expertise to the battlefield, such a framework could allow it to be shared through advisory missions, infrastructure protection projects in crisis regions, training programs for allied forces, and specialized assistance in countering unmanned aerial threats.<\/p>\n   <p>The analyst stresses that the significance of this proposal extends beyond purely economic considerations. Western countries have spent decades reducing the size of their armed forces and relying on relatively small expeditionary deployments. As a result, many NATO members are now attempting to rebuild capabilities that have gradually eroded since the end of the Cold War.<\/p>\n   <p>In this context, Kuchukhidze argues that Ukrainian veterans represent a uniquely valuable human resource. Unlike personnel trained primarily through exercises and simulations, they possess practical experience gained in one of the most technologically intensive and large-scale conflicts of the twenty-first century.<\/p>\n   <p>The expert therefore encourages Western audiences to view the concept of Ukrainian PMCs through the lens of knowledge transfer rather than militarization. In his assessment, such structures could serve as a mechanism through which allies gain access to expertise that their own armed forces have not yet had the opportunity to acquire under real combat conditions.<\/p>\n   <p>In conclusion, Kuchukhidze argues that Ukraine has produced a generation of soldiers whose skills constitute a strategic asset not only for the country itself but for the wider Euro-Atlantic security community. Once the war ends, he contends, these individuals should not be pushed into informal or grey-market employment.
